Contradictory claims have been made about whether large numbers of  small businesses have already begun to offer health insurance in response to tax credits under the health reform law.  Glenn Kessler helps straightent out the record in The Fact Checker, explaining why Kaiser Foundation survey results cannot support such a conclusion.  The tax credits should affect some employers’ decisions, but more time will be needed to provide credible evidence of the effects.
